The V Week of Electronics and Computer (SE2008) carries the theme "Technology as a way of reassuring Brazil’s position in World Scenario." It is believed that in a globalised world, where international relations are increasingly guided by the technological strength of countries, it is extremely important to Brazil to invest in new technologies in different fields. A country with extreme inequality, but with a large population and a huge potential for development, can not afford to continue importing technology solutions that keeps them dependent. However, these technological achievements will only be synonymous of sovereignty to the country when they are synonymous of emancipation of their people, that is the process of technological development must be due to substantive improvements in education, health and quality of life.
